With the growing importance of data for the digital transformation and for data-driven innovation, enhancing access to and sharing of data (EASD) has become critical. Today, data access and sharing, for instance, are needed to enhance public service delivery & to identify emerging governmental and societal needs.
Open government data is a key asset for social progress, economic development, digital innovation, and data-driven policy-making. In this context, the government has come up with a draft policy on National Data Governance Framework where it aims to realize the full potential of Digital Government with the aim of maximising data-led governance and catalysing data-based innovation that can transform government services and their delivery to citizens. The Policy provides for setting up of an Data Management Office (“DMO”), within the Digital India Corporation (“DIC”), which would primarily be responsible for framing, managing, reviewing and revising the policy; as well as for developing guidelines, standards and rules under it.
Considering the important role the proposed DMO is likely to play, Wadhwani Institute of Technology and Policy (WITP), an initiative of Wadhwani Foundation has planned a workshop, under the aegis of Ministry of Electronics and Information Technology, to decode and analyse the various government/industry-led practices in the broader Indian data governance ecosystem and ways to enable and catalyse data sharing towards building a sustainable, inclusive and resilience model of economic growth and development. The workshop entitled as “Enabling Data Sharing Ecosystem: Challenges and Expectations from Data Management Office (DMO)” shall bring together government, industry, legal and privacy experts, representatives from academia on a single platform with an aim to present the preliminary ideas on areas related to data sharing, accessibility, data management and put forward the expectations from DMO.
